(1) Substantial changes to the CDXs: if the equipment, software or services necessary for the transmission of electronic documents to the central data exchange are substantially modified, the EPO will publish a public notice and request opinions on the proposed change and timetable for implementation through the Federal Register; 3. Programs that already receive electronic records under an authorized program: A state, tribe or local government with an existing electronic receipt system for an authorized program must apply to review or amend that authorized program in accordance with subsection (a) (1) of this Section no later than January 13, 2010. On a case-by-case basis, this period may be extended by the Administrator, at the request of the State, Tribe or Local Government, if the Administrator finds that the State, Tribe or Local Government requires additional time to make legislative or regulatory changes to meet the requirements of that Party. 1.
