4) This agreement is open to the accession of other members of the East African Community. Any existing EU agreement, which will not be rushed, will end on 31 December and future trade will take place on WTO terms until an agreement is reached. The UK and THE EU are negotiating a trade deal that is expected to start on 1 January 2021, when the new UK-EU relationship will begin. After leaving the European Union, the UK plans to negotiate trade agreements to replace and complement members of the EU Customs Union. Since October 2020[update], the UK has concluded a new trade agreement (with Japan) for the continuation of 20 existing agreements (EU) and new negotiations are under way. The British government calls itself a proponent of free trade. The UK has signed MRA which overlap the effects of existing EU agreements. These are expected to come into force on 1 January 2021. The withdrawal agreement allows EU agreements to apply to the UK by then. If no agreement is reached by December 31, many imports and exports will be billed, which could drive up prices for businesses and consumers. The UK is trying to replicate the effects of existing EU agreements at a time when they no longer apply to the UK. Javier Valenzuela is associated with the Foley Arena in Mexico City.

An alternative approach is therefore sought to ensure that the ACA tariff provisions will enter into force provisionally on January 1, 2021. We understand that the Canadian government is considering achieving this objective through a remission order to reduce tariffs that would otherwise apply to British imports. The remission regulation would also extend to the TRQ for certain agricultural products. Provisional implementation must be reciprocal; Canada is in talks with the United Kingdom to ensure that the ratification procedures of both countries are on track. This approach would ensure an essential element of continuity for distributors until the ACA comes into force, probably around March 1, 2021. On this basis, EU trade agreements can continue to apply to the UK. Canada and the United Kingdom have agreed to begin negotiations for a comprehensive free trade agreement within one year of ratification of the ATT.
